The first step you should do when you decide to create a cartoon character is to try to see if you want to draw a realistic character or a more "cartoonish" one. Do you want to make a comic strip or a graphic novel? This, of course, will change the way you create him and how you readers will respond to his actions.
Next, it's time to define his personality. Write down a complete biography of your character before you start sketching him. What did he do before your story begins? What are his goals? It's easier and more logical to draw someone if you understand his motivations and aspirations.
Another good way to put more credibility to your hero's personality is to write down how he interacts with the other characters. If he's mean with everybody, then maybe his body language will let us know that human beings should stay away from him! If he's successful and in love, then he might walk on the street with a big smile and a confident attitude.
Once you've put your ideas on paper and made a couple of designs of your character, it's time to take a decision. If you're not sure, just show your drawings to folks you trust. Without letting them know what your story and character are about, ask them to tell you what they think is the motivation of the hero. What's the past of your character? If they answered mostly what you write down about him, you achieved your goal!
The most successful cartoon characters are often the ones we can relate to. You're not inspired? Take a look around you! Think about your family, your friends, your co-workers! What makes your brother so unique, so special? Why is your best friend... your best friend? Try to seek the qualities of each individuals that evolves around you and start building your character using these information!
Once you know what direction you're heading, you character will most likely build up all by himself! Don't be afraid to experiment and the result should meet your expectation pretty fast! Have fun!
